Below are notes from today’s NCAA umpiring conference call.

Unless a situation clearly warrants immediate ejection, ejections should be proceeded by a proper warning from the umpire

It was clarified that adjustments to calls under the “getting the call right rule” could only be made prior to the next pitch or play, as opposed to later in an at bat or inning.  These adjustments should be treated in the same manner as an appeal (whether or not an actual appeal is made by a competing team). 

A reminder that in-stadium video scoreboards (i.e., Jumbotrons) are not to be used to overturn rulings made on the field.

Scenario:  Batter squares around to bunt, then pulls back his bat, and (while pulling back his bat) contacts the catcher’s glove, the ruling is batter (rather than catcher) interference.

Scenario:  Defensive coach ejected during mound visit for arguing balls and strikes.  Replacing coach may go to mound and continue conference without it counting as a second visit to the mound.

Scenario:  Runners on 1st and 2nd attempt double steal.  Batter interferes.  It was clarified that, if the catcher is unable to play on the lead runner, the ball is dead, the batter is out, and the runners shall return to their bases (even if the catcher is able to play on the trail runner).

Batter’s Box Rule – It is still a point of emphasis and general rule that batters should not be granted time, but the following exceptions were noted:o   Exception for safety reasons (e.g., dirt in eye)o   Should be applied using common sense – e.g., if pitcher taking unusually long time to make a delivery in an effort to freeze batter/runner, it’s OK to call time at batter’s request

For non-League contests, it is the visiting team’s responsibility to avoid uniform color conflicts.  (Note:  For League contests, the host institution shall wear white/light colored uniforms and the visiting institution shall wear gray/dark colored uniforms.)

For non-League contests, it is recommended that umpires discuss whether the halted-suspended game rule will be used during the pregame meeting at home plate to avoid confusion once the situation arises.  (Note:  For League contests, if a game reaches regulation status and is then called due to inclement weather or darkness, it shall be declared an official game.)

2009 NCAA Ejection and Suspension summary

 

Any normal ejection

            Penalty – Player is suspended for the remainder of the contest.

 

Tobacco Rule

Penalty – Offending play and Head Coach is suspended for the remainder of contest or if prior to the game the complete game.

 

Player leaving position to Fight

Penalty – Suspended for the remainder of the contest and the following 3 games.  If a team does not have enough to finish then they forfeit.

 

Coach’s misconduct

            Penalty – If a coach refuses to put his team on the field (Suspended for 2 games)

 

Fight Rule

            Penalty – Any player who fights with another player or coach is suspended

                        1st offense – Remainder of contest plus 3 additional games

                        2nd offense – Remainder of contest plus 5 additional games

                        3rd offense – Remainder of contest plus the rest of the season

 

Bench Jockeying

            Penalty – Initial warning and any following is a normal ejection for each offense

 

Pitcher

Penalty – If a pitcher is ejected while still in the contest he is suspended for remainder of the contest.

 

Penalty – If a pitcher is ejected after he has been taken out the contest then his suspension is for 4 games.

 

Post game ejections

Penalty – Offending player is suspended for the next contest.  If a DH then suspension needs to be served in second game.

The NSIC post-season tournament shall be held in St. Cloud, Minn. in the 2009 season. The Tournament will held Thursday, May 7th thru Sunday, May 10th. The NCAA Central Region Championships will take play the following week from Thursday, May 14th thru Sunday, May 17, site to be determined. The NCAA Central Region will consists of the NSIC and the Rocky Mountain Athletic Conference (RMAC) tournament champions and the highest four remaing seeds from the NCAA Central Region rankings. The NCAA National Championships will take place May 23-30 at the USA Baseball National Training Complex in Cary, North Carolina. Mount Olive College is the host school.

The six-team NSIC Tournament shall determine the conference’s automatic qualifier to the NCAA Central Regional Tournament. The NSIC Tournament shall mirror the region tournament as it will be a double elimination format and all games shall be nine innings in length. The 10-Run Rule {Rule 5-7-b- (4)} shall not be used in NSIC Tournament games.

C. The conference tournament shall use the following format with game-times to be announced:
Thursday, May 7, 2009:
Game 1—Seed 1 vs. Seed 6
Game 2—Seed 2 vs. Seed 5
Game 3—Seed 3 vs. Seed 4

Friday, May 8, 2009:
Game 4—Loser Game 1 vs. Loser Game 2
Game 5—Winner Game 1 vs. Loser Game 3
Game 6—Winner Game 2 vs. Winner Game 3

If four teams remain after Game 6, the following procedure will be observed:

Saturday, May 9, 2009:
Game 7—Winner Game 5 vs. Winner Game 6
Game 8—Winner Game 4 vs. Loser Game 6
Game 9—Winner Game 8 vs. Loser Game 7
Sunday, May 10, 2009:
Game 10—Winner Game 7 vs. Winner Game 9
Game 11—If necessary, same teams as in Game 10

If five teams remain after Game 6, the following procedure will be observed:

D. The top six teams in the conference standings, according to conference winning percentage, determine the conference tournament field. Teams are required to play 50 percent of the conference schedule to be eligible for the conference tournament.

E. The following tiebreaker shall be used in determining the top six seeds in the conference tournament:
1. Head to Head Competition.
2. Record versus common conference opponents in descending order, starting with the first-place team, or No. 1 seed, in the conference standings based on win/loss percentage. The criteria shall break the highest ties first. If a tie exists for the No. 1 seed, the criteria shall use the No. 3 team. Teams with less than 50 percent of games played in the conference shall be counted in the criteria.
3. Team ranked highest in the regional rankings.
4. Overall record against all DII opponents played with a record above .500
5. Overall record against all DII opponents.
