DICK SIEBERT FALL BASEBALL INSTRUCTIONAL LEAGUE

PLAYING RULES

  1. Regular high school playing rules will be in force, except as noted.

       2.  Special emphasis will be on the force play slide rule at 2B – this is really important so make sure you pay attention to it.

       3.   No courtesy runners will be used.

       4.   No ten-run rule will be in place.

        5.  Free substitution will be allowed with no restriction on number of players in the batting order.  You will not be given a batting order so this will be no concern to you.

        6.  The decisions of the umpires are final and no protests will be allowed.

        7.   Three free visits to the mound are allowed per game.  On the second trip in an inning for the same pitcher, the pitcher must be removed.  This is the basic college rule for NCAA.

        8.   Not more than four innings shall be pitched on a single day by a single pitcher (exception: pitch count below 50 after 4 innings).  The same pitcher shall not pitch on consecutive days or in both games of a double header.  This is not a concern of the umpire but it is for the coaches.

         9.   No game shall go beyond 9 full innings.  If the score is tied after 9 complete innings, then a tie shall be declared.  Sometimes because of time constraints with a game to follow, they might stop a tie game after 7 or 8 also or if they don’t have enough pitching left to go one more inning.  Usually they will go 9 however.  Sunday’s would be where they might not go the 9.  Saturday’s they would more than likely go the 9 innings for sure.

Ground rules at Alimagnet – because the dugouts are so deep, we will not allow a straddling of the lip where one foot is down inside.  All catches must be made outside of the dugout.  Keep all equipment in the dugout.  The bullpen is open on the outfield side and therefore that would be a dead-ball if it enters by any means.  The bullpen onAlimagnet #2 is an open bullpen and in play.   Only Alimagnet #1 has the partially enclosed bullpen.  Scoreboards, light towers and trees are all outside of the park.

LET'S ALL WORK TO HAVE FUN AND HAVE A POSITIVE ATTITUDE WHILE UMPIRING AND BEYOND.  IF WE ARE HAVING FUN, THE PLAYERS WILL ALSO, SO LET'S ENJOY THE TIME ON THE FIELD.
